Procurement Assistant

The Job Description and Person Specification are an outline of the tasks, responsibilities and outcomes required of the role. The job holder will carry out any other duties as may reasonably be required by their line manager or senior management

To undertake any other duties for the Administration Manager or the senior Procurement team

Support in the ongoing analysis, review and management of spend data, identification of new contractual opportunities and update of transactional procurement rolling work plan.

Act as first point of contact for the department, dealing with routine and specialist enquiries in a pleasant and helpful manner, communicating relevant information to stakeholders, referring to others as appropriate.

Answer telephone calls, taking messages and passing on accurately to the relevant departments/person.

To ensure all expenditure is undertaken in line with NHS England Standing Financial Instructions and CCG constitution documents.

Set up and manage in conjunction with the procurement team online catalogues on the Oracle e-procurement system to support the day to day requisitioning of goods

To support the timely achievement of internal Key Performance indicators including the management of savings targets, contractual spend targets and individual customer specific targets

Play an active role in driving customer service including assisting the development of effective communication with CCG customers to ensure effective management of CCG spend.

Support in the management of a range of corporate contracts including but not limited to IT, Telecoms, Travel, FM, Agency, Capital.

Able to work on own initiative and unsupervised, within defined policies and procedures to set timescales.

Have a flexible/adaptable approach to their work in order to meet various deadlines.

Responsible for organising meetings and planning any administrative work as required. Use on-line travel booking system to book train tickets and hotel accommodation.

Provide transactional procurement support, training and advice to internal stakeholder and customers.

Using the NHS Supply chain and Oracle system to generate Purchase Order numbers work with internal departments in supporting the delivery of procurement projects.

Key Working Relationships

Develop and Maintain constructive relationships with a broad range of internal and external stakeholders

Commit to working and engaging constructively with internal and external stakeholders on a range of issues

Participate in relevant internal and external working groups/projects, services, and initiatives which may be highly complex, sensitive, political, and contain contentious information with the aim of providing information and analytical advice to the teams.

Communication

Work with members of the team and key stakeholder to investigate the causes of any variance from plan/delivery targets and contribute to the implementation of solutions.

Support the development of internal and external communications where required by regular contact with the teams, stakeholders and Communications team.

Responsible for preparation of correspondence and papers, as directed by line manager.

Financial and Physical Resources

Deliver against organisational objectives, achieving quality outcomes, prioritising own workload and working to tight deadlines.

Continually strive for delivering project/function outcomes, value for money and greater efficiency.

Contribute to the financial delivery of the service ensuring it is cost effective and delivered on time.

Contribute to commissioning of goods and services, as required.

Staff Management

Support in training, advice where necessary.

Support training and induction of new staff.

Information Management

Carry out timely and accurate information analysis and reporting on agreed areas of portfolio.

Responsible for the development and maintenance of databases required for regular reports.

Research and Development

Actively supports and contributes to the development of key performance indicators for the successful assessment of performance.

Contributes to ensuring there are processes in place for spreading and sharing learning and outcomes.

Knowledge of Public Sector issues
