Deputy Head of Risk & ALM
Fcus on liquidity risk and asset, and liability matters from a UK regulatory perspective, as well as market risk and interest rate in the Banking Book.
As a second line role, support and challenge the management of risks and report material risk issues which fall into the remit of the Risk &ALM department to the Head of Department and Senior Management to ensure that risks are managed within the Bank's risk appetite and regulatory requirements.
Support and where necessary deputise for the Head of Risk & ALM in the day-to-day management of liquidity risk, market risk, IRRBB, operational risk and other risk-related activities, including attendance at ALCO, Risk & Compliance Committee and other meetings.
Assist the Head of Department to ensure effective and proactive liaison between Head Office Risk Department, ALM Department etc., including but not limited to the production and oversight of reporting to Head Office and the promotion of clear communication between all areas, e.g., clear articulation of UK / London-related risk issues.
Assist and promote the streamlining and automation of departmental activities.
Liquidity Risk Management: Assist Liquidity Risk Team where required, including but not limited to:
Daily, weekly monthly and quarterly liquidity reports for various stakeholders, including Parent Bank and Senior Management. [Specifically: HO returns G21-G25 and G31-G33).
Monitor the Bank's liquidity position and buffer on a daily basis, conduct daily liquidity forecasting and perform ad hoc analyses.
Produce management information for ALCO and Risk & Compliance Committee meetings.
Internal stress testing, including regular review of the scenarios to ensure that they are relevant and up-to-date.
Asset and Liability Management (ALM):
Analyze and make recommendations about the balance sheet structure from a risk perspective, particularly liquidity risk, market risk and IRRBB.
Assist with FTP updates and FTP Policy development and implementation.
Produce management information for ALCO and Risk & Compliance Committee meetings.
Market Risk Management: Assist Market Risk Team where required, including but not limited to:
Monitor the market risk limits.
Use of the Head Office GMRM system to prepare the daily GMRM report and others.
Product control using the Head Office GPC system to prepare the daily GPC report.
Internal stress testing, including regular review of the scenarios to ensure that they are up-to-date.
Operational Risk Management: Assist Operational Risk Team where required, including but not limited to:
Proactive challenge of the first line of defence and other second line of defence departments' identification and management of operational risk.
Operational risk management including oversight of departments' incident reporting, Risk Acceptance process, RCSA, etc.
Skills / Qualifications Required:
Fully aware of industry trends and best practices, with a minimum of 5 years' risk management experience with reputable banks / FIs (ideally smaller / foreign).
Full understanding, and correct interpretation of, regulatory regimes and requirements regarding liquidity risk, market risk, IRRBB and operational risk management as well as ALM and Recovery and Resolution Planning.
Educated to graduate level in a business-related subject (postgraduate and / or professional risk qualifications desirable).
Chinese language skills would be advantageous but are not essential.
