Location: Thanet, Kent


Hours: Part Time (18.5 hours) & Full-Time (37 hours)


Type: Temporary 12 weeks


Salary: £12.10


We are seeking part time and full time Coastal Officers to work in the local area on a temporary basis starting end May until end August.


Your duties will be to assist in the effective delivery of the environmental crime function across the Thanet District in accordance with all relevant statute, guidance, policies, and procedures. To be a visible enforcement presence around our coast, especially at peak times educating, informing, challenging the public on anti-social behaviours and breaches of coastal Public Spaces Protection Order and Coastal Code of Conduct.

To help coordinate proportionate enforcement, meaning that fixed penalty notices can be issued based on need. To reduce environmental crime for the long-term promoting environmental and civil enforcement (including parking officer duties) campaigns throughout local communities including our beaches and coastline, parks, open spaces, villages and towns to highlight the threat, harm and risk of breaching Public Spaces Protection Orders, environmental crimes and educating people about the penalties in place for committing such crimes.

Responsibilities: -

- Undertake patrols in relation to breaches of the Public Spaces Protection Order and environmental offences and respond to environmental crime related service requests in a timely manner.
- Ensure all investigations / patrols etc are carried out in accordance with relevant legislation, guidance, policies, procedures and agreed service standards. Details of all visits, conversations, observations, actions etc is to be recorded and documented thoroughly at all times for evidential and statistical purposes.
- Issue fixed penalty notices where appropriate in accordance with relevant policies and procedures. In consultation with the manager, take any other appropriate enforcement action where necessary. This includes preparation of prosecution files, legal notices, reports, schedules and correspondence etc. and attend court where necessary.
- Carry out immediate cleansing of areas where necessary. Report any other environmental issues observed to the relevant department / agencies for response.
- Contribute to the development and implementation of educational and promotional activities where required. This may include presentations to public meetings, schools, Parish Councils, Neighbourhood Forums, Community Groups and businesses.
- Maintain a sound knowledge of relevant legislation, guidance etc.
- Liaise, consult and provide reliable and accurate information and advice to external agencies, relevant stakeholders, Councillors, colleagues, members of the public etc as required. Maintain and develop effective partnerships with the local Police, Environment Agency, Bay Inspectors, and other Council departments.
- Represent the Council / department at various internal and external meetings as required on matters relating to environmental crime.
- Any other reasonable duties that may be required from time to time including attending visits / inspections / meetings outside normal office hours as required


Skills: -

- Enforcement experience with experience of dealing with members of the public in challenging, difficult, or confrontational situations.
- Experience of conflict Management
- Knowledge of the Police & Criminal Evidence Act 1984, the Environmental Protection Act 1990 and
environmental enforcement legislation is desirable
- Capable of being on feet for long periods, walking long distances and occasionally lifting and manoeuvring heavy objects
-Experience in working with communities and partnerships in delivering educational initiatives / campaigns.
-Basic computer skills and know-how
-Excellent Customer Service and Communication
-Familiar with Google Office, i.e. Word, Excel, PowerPoint
-Geographical knowledge of the district and surrounding area
-Flexible regarding working hours and experience of shift work
