HRGO are recruting for a Payroll Team Leader
This is initially for for a 3 month period but may be extended.
Accountable to the Payroll/ESR Team Manager/s, the post holder will be responsible for providing a professional operational Payroll/ESR service to the clients of the HR Shared Service. To ensure that the ESR Payroll Module is able to be processed within agreed deadlines and producing accurate and prompt salary payments to all staff in accordance with all statutory, regulatory and policy requirements. To liaise and communicate with Managers and Staff at all levels to advise on complex payroll queries. To carry out complex financial calculations and analyse detailed data to identify any areas of error or discrepancy. The post holder will provide day to day supervision of more junior staff, allocating workloads and checking work, with overall ownership of the ESR record.
The list below is to outline the main duties involved; however this is subject to change and will vary within the given role.:
Delivering an effective and efficient ESR service to the HR Shared Services clients, complying with all relevant statutory regulations and Trust policies, in order to ensure that accurate and timely staff payments are processed and the ESR database remains up to date and reliable
Contributing to the teams KPI's in accordance with service specifications including response times to pay queries, correspondence and payroll deadlines
To ensure the correct interpretation of Agenda for Change, Medical & Dental and Local Terms and Conditions of Service and the NHS pension Scheme regulations
To deliver an accurate method of paying staff within the clients Standing Financial Instructions and in accordance with agreed policies and procedures
To be responsible for the overall ownership of the record in association with the preparation and verification of all temporary and permanent ESR/payroll documentation, including new starters, changes to personal and post information, internal movements and terminations
To provide advice and guidance to Line Managers on complex queries/issues relating to the payments to staff and authorised deductions from pay
To fully utilise Information Technology in the application of ESR and the production of the payroll including the ability to fully exploit the use of excel spreadsheets
Responsible for ensuring the Standard Operating Procedures are utilised and kept updated in line with changes to processes
Responsible for working to Standard Operating Procedures where these are in place and contributing to the continuous improvement of these
To plan and prioritise own workload, highlighting any areas of risk to the Payroll/ESR Team Manager
To train new Payroll/ESR Officers as and when required
Qualifications
AAT/NVQ level 4 or equivalent experience
ECDL
Good level of numeracy, GCSE maths or equivalent
Knowledge Experience
In depth knowledge of ESR system
In depth knowledge of the IT systems that interface and underpin the ESR system
In depth knowledge of Agenda for Change, Medical and Dental and local terms and conditions of clients
In depth knowledge of statutory Government legislation
Knowledge of NHS Pension Scheme Regulations
