Job purpose:
- The Capital Projects Department provides a service to the Trust that ranges from- Estates strategic planning, refurbishments, new builds, estates projects and minor capital works as well as ongoing planning of future capital developments in line with the Trust clinical and estates strategy.
- The Senior Project Manager will be responsible for managing specific capital projects from inception to completion to cost and time:
- The day to day management of the project (including contractors and whole project budgets) and delivery of the project deliverable within agreed constraints.
- Planning, monitoring, and controlling all aspects of a project to ensure that the most cost effective, timely and appropriate solutions are developed to fulfil the Trust's strategic goals.
- Producing project documentation including financial and progress reporting, specific project documentation, highlight and checkpoint progress reports, quality assurance reports, and risk/issue management logs related to their schemes.
- Producing highly complex design and technical specification information from feasibility to detailed design stages where required.
- Taking the formal role of Contract Administrator for the delivery stage of a project.
- Managing the relationship with external suppliers to define and agree business needs, objectives and system requirements and any interfaces with the operational hospital staff, ensuring the scheme delivers the agreed output specification and commissioners/users' requirements.
- Line management of the Trust's internal capital project management team (interim and substantive)
Key duties and responsibilities
Project Management:
- To lead on the internal Capital Projects including charity funded projects taking day to day responsibility for successful delivery of the programme work within time, cost and quality
- Planning, organising, recruiting as appropriate, to deliver the programmes within the Trust's governance structure and its adopted management and operating policies.
Project set-up:
The post holder will be expected to lead on the following:
- Prepare a project initiation plan that sets out the management arrangements for the project using an appropriate IT system.
- Set up and lead the project design team.
Briefing:
- Manage the client briefing process to ensure that the detailed design brief, including complex design requirements to enable the Trust to deliver its objectives and meet the needs of patients, their families and Trust staff, using all resources, including space efficiently.
- The design brief will meet all national guidance and statutory requirements and is able to demonstrate value for money.
- Prepare and manage the client brief and co-ordination of the client briefing process within the Trust and any external stakeholders.
Finance:
- Lead on and be responsible for the procurement of physical assets such as group 3&4 equipment.
- Selects tender lists for Construction teams and specialist equipment.
- Undertake the role of contract administrator and certify the contract administrator monthly valuations to allow payments to be made to the Principle Contractor.
Business Case:
- Prepare the capital development sections of business cases and assist directors, clinicians and other staff in the preparation of the facilities and estates sections of new development business cases.
- To support end users in the overall development of the business cases.
- Develop a wide knowledge of Health Service procurement procedures, regulations and systems relating to capital investment
Design:
- Provide design and specification of complex technical issues to enable the client brief to be delivered as a Capital Project.
- Maintain a good working understanding of the construction design and procurement process and techniques.
Leadership:
- Leading and demonstrating positive behaviours in all Trust business and proactively embracing collaborative working.
Tender:
- Ensure that the Trust obtain competitive quotations and tender under public procurement rules.
- Carrying out the tender of projects in line with the Trust Standing Financial Instructions and standing orders.
Contract:
- Co-ordinate the preparation of contract documents for signature by the relevant senior responsible officer on behalf of the Trust.
- Monitor the performance of the design consultants throughout the project.
Governance:
- Setting up and initiating projects to operate within the capital programme's agreed governance structure.
- Leading and overseeing the introduction of robust systems and reporting processes in accordance with agreed governance structures including any external recommendations
- Identifying and presenting risks to relevant parties such as the Trust Board, Executive Management Team and Finance, Performance, and Information.
Equipping and Operational Commissioning:
- Co-ordinate the procurement process for specialist and non-specialist capital equipment within the capital project.
- Prepare and manage the operational Commissioning Programme to ensure the smooth occupation of the newly developed space.
Post Project Evaluation:
- To lead on and co-ordinate the post project evaluation process.
- Ensure the new facilities are commissioned correctly and that planned benefits are realised through post project evaluation.
- Manage the process to successfully close the project as complete.
